WHAT ARE THE REASONS FOR THE REFUSAL?

1. The proposal does not respect the existing or preferred Neighbourhood Character and is not consistent with Clause 22.02 of the Darebin planning scheme with regards to:
a) the double storey element to the rear of the site contributes visual bulk to the adjoining properties
b) Dominance of upper levels does not respect the single storey residential built form of the area.
