Meeting Notes: 27th September, 2016

Dear DADA folk,
We were a depleted group last time but it was great to welcome some new members.
Attached are the notes and the speech given by our President, Chris, at the Save Preston Market Community Meeting, on the same night.
Our next meeting is planned for Tuesday, October 11th at 7pm, 33 Dean Street, Preston.

1. Business Arising:
a. Sally suggested we go to town planner courses and ask if final year students will do pro-bono work on behalf of objectors. Action: Sally
b. Meeting with the Mayor, CEO, Manager of Finances and Manager of Planning on the 21st of April. Meeting discussed. Suggested that council prepare a checklist so that we can more easily see what the application holds. An example for feedback was circulated. Meryl has started a spread sheet to help breakdown planning applications so we can more easily assess planning applications.
c. Paypal account: Action: Craig will set up Paypal account and link it to the bank account.
d. Data from minutes of Planning Committee Meetings: Action: Mandy will have data finished by next meeting. Done: There are some patterns appearing and more data to come.
e. Planning Backlash Bill of Rights support with Fiona Patten. Circulated and discussed. Action: Maria to invite Fiona Patten to a meeting and keep in mind the bill of rights to talk to. Action: Maria to notify Mary Drost of decision. Done
f. Darebin Councils move to reject DADA objections as a trigger for planning applications to go for review at Planning Committee. The DADA rule. Action: 1. Complaint; re the Councilor Code of Conduct. Maria to take to council and pay. Reimbursement to be decided later. Done, no cost, 2-4 weeks before we hear. Pathetic response from council discussed. We should have known. 2. Letter to the local council ombudsman. 3. Letter to Minister for local government. 4. Calling in on radio. Mandy to check how to submit to 3AW council watch. 5. Facebook users to respond to posts that ask questions. Further Action: Meryl and Sally and Susan to try and record the video of the meeting.
g. Tim Laurence flyer, Maria to put on DADA blog with tag. “No time for Tim‟s tall stories” Suggested a complaint on code of conduct and to have him deregistered by the ALP. Done

Better Apartments round two consultations on the draft standards: Chris and Maria have responded as individuals and encourage others to do the same so that our voices are heard as well as the developers and their representatives. j. Reply from council on the Code of Conduct complaint re change to planning committee charter. Discussed a lawyer‟s letter to council given the motion is illegal not legal under the Planning and Environment Act. Nicole will talk to Maria regarding lawyer support. Maria to ask Mark Tregonning if he might give us some pro-bono work. Leave until after the election.

2. New Business
a. Election Strategy Update: DADA cards, $440 spent on 10,500 copies for distribution. A3 posters laminated. After the protests we should use as street signs. Hats to be made by Maria. Gathering points and times decided for protest Saturday. Sally to talk to Jane about DCAN letterboxing Rucker Ward for us and we will letterbox Cazaly for DCAN. Saturday protests: Sally and Mandy now doing Latrobe cars and letterbox drops. Protesters to do the market car park and Northland car park.
b. Ranking the candidates. The DADA how to vote guide should include a statement about numbering every candidate. Discussed candidate order for each ward and decided first and last places.
c. Save Preston Market Community Meeting, Chris speaking on behalf of DADA. Speech attached.
d. Second Code of Conduct complaint. Letter reply from the acting CEO. Follow up to be considered post election.
e. Report on the Rucker Ward Forum: around 11 of the 15 candidates attended. Greens, Independents, Liberals and Labour. Standout candidates were Susan Rennie and Trent McCarthy. Between 40 and 60 people attended at Northcote Town Hall.

Action: Sally to contact Jane from DCAN to ask if we can join forces to letterbox. Done Jane said maybe, but wants to see our slip first. DCAN will not distribute in Latrobe. The idea of amalgamating slips was rejected.
j. Tim Laurence flyer, Maria to put on DADA blog with tag. “No time for Tim‟s tall stories” Suggested a complaint on code of conduct and to have him deregistered by the ALP. Done
k. Anne Laver from Northcote Rate Payers Association to start in Darebin. They are organizing a meeting on Saturday the 20th of August at St Mary’s School Hall at 10am. Progress Association would be a good contact. Anne, to ask questions at council meeting regarding issues arising from audit report. Action: Maria to add note on DADA network email. Done Feedback from meeting: Not many people, but representatives from the Darebin Progress Assoc there & good value. Interested in joining forces on common issues. Only other attendees Greens candidates. In the end, not sure that much was achieved, but Ann is keen & says she’ll be coming to more DADA meetings as she is able.
l. Rudy Anders made a donation and sent a great compliment. Action: Maria ask Rudy if we can use his comments on our website. Done Add information on joining by sending a cheque in the snail mail. Done

2. New Business:
a. Complaint from Melissa Thyer regarding including her and Greg‟s name in the notes. Circulated notes from Darebin Women‟s Committee that lists all present and names of both officers and residents and the work they do in a public document. Decided we need to be very clear from now on that we will not meet under a cloak of confidentiality. DADA does not consider the meeting with Melissa and Greg from Strategic Planning a community consultation and council haven‟t ticked any boxes here. Sally and Chris thought Melissa‟s presentation was excellent but not relevant for DADA. They also felt offended that someone was needed to moderate.
b. New „How to Vote‟ design, many thanks to Harris and Melissa. More changes back to Harris for a final. Printing cheaper at Box Up and they will deliver. Design can be emailed to them. Action: Maria to contact and ask if they also do the cutting.
c. Election Strategy: Forum with DCAN or Politics in the Pub discussed and rejected.
d. Article in Leader on Tim Laurence‟s flyer discussed. Very disappointed that council will only act if there is a complaint. Option of a complaint re code of conduct rejected at this stage.
e. Reply from council on the Code of Conduct complaint re change to planning committee charter. Discussed a lawyer‟s letter to council given the motion is illegal not legal under the Planning and Environment Act. Nicole will talk to Maria regarding lawyer support. Maria to ask Mark Tregonning if he might give us some pro-bono work. Leave until after the election.

f. The Age article on Vic. Market and the support by Sigrid Thornton. Parallels with Preston Market redevelopment. Discussed engaging Denise Scott to see if she shops there and is willing to be a public face for a fight to save it from over-development.
g. The Age, Pretending to listen is not enough.
h. Big developers say we are in the golden decade for development.
i. Reserve Bank drops interest rates, number of dwellings under construction had increased and those on the waiting list have also increased to an over-supply level.
j. Camberwell Junction development talked up like it is the new Times Square with a super tram stop.

4. Objector Updates:
a. 30 Cramer Street, near St Georges road where the trucks park. Green site as a notice going straight to VCAT.
b. 305 Plenty Road, preparing statement of grounds, Maria to send John two Plenty Road VCAT rulings

5. Other Business:
a. Lori Anne Sharpe – Running as a real independent at council.
c. Josephine Grove has three properties with for sale notices. Two connected and ripe for development.
d. Greg Nichol’s at Darebin Council has been authorizing the cutting down of street trees on request from residents. Council appears to have thrown out their street tree policy.

We have been meeting more often to plan for the council elections in October. Notes outlining strategies are attached.
If you can help with protesting or letterbox dropping in your area please get in touch.
We are not the only community organization who are working for better representation on Council.
A group of interested residents would like to rebirth the Ratepayers Association on Darebin. They are meeting on Saturday the 20th of August at 10am at St Mary’s Church Hall in Thornbury. We are planning to attend, please go if you can.

i. Questions to Council. Does the developer’s contribution cover the cost, in full, of council processing planning applications or are ratepayers funds spent on processing planning applications? What percentage of the costs of processing planning applications is paid by ratepayers? What is council doing to ensure that developers cover these costs? Deferred further discussion to next meeting. Action: Chris to write out questions for next meeting. Sally suggests we notify the paper of our questions ahead of time. Done

k. Meeting Melissa Thyer, Action: Sally and Chris meeting Melissa. Done Council would like us to participate in strategic planning area. Community consultation about neighbourhood character. Back to C152 in 18 months or so. Melissa spoke about her community work. A bit of a feeling of it being a distraction. Interesting that Greg was there to moderate. We were invited to participate in another meeting, Sally and Chris happy to follow up on that. Giving us an opportunity at the table but really just ticking boxes. Both council officers seemed surprised to hear the extent of what DADA does.
l. The Age, July 13th, Access to housing is a basic human right. Dr Matthew Beard, Sydney. Writes for The Conversation on Ethical development. Action: Maria to do more research in this field.

2. New Business:
a. DADA objecting criteria. In the light of the council DADA rule can we go to supporting any member who objects and would like our support? A new member has asked for support on a duel occupancy application. Invite the new member to a meeting to bring plans to discuss with us but do not bulk object to duel occupancy applications.
b. Election Strategies, document circulated and discussed. Action: Maria to make changes
c. Letter box maps, document circulated and discussed add a year 2015/16 to how to vote form. And incorporation number at bottom. Action: Sally to contact Jane from DCAN to ask if we can join forces to letterbox.

e. New VCAT fees and Statement of Grounds: It costs $19.50 to be a party and speak at a hearing. Still possible to put in the Statement of Grounds and ask somebody to speak on your behalf. $19.50 is the full fee but it is still possible to apply for reduction. The new Statement of Grounds form allows lodging on others behalf.
f. Anne Laver from Northcote Rate Payers Association to start in Darebin. They are organizing a meeting on Saturday the 20th of August at St Mary’s School Hall at 10am. d. The Age, Thursday August the 4th. By Clay Lucas, planning crackdown hits wall. Moreland using own better apartments criteria, Council says it needs better planning laws for better design but Minister for Planning does not want Councils to proceed without Government authority which seems to be taking forever.

4. Finances:
a. $270.22, $50 owing from Craig. Rudy Anders made a donation and sent a great compliment. Action: Maria ask Rudy if we can use his comments on our website. Also add how folk can join sending a cheque in the snail mail.

d. Strategic Planning 2014/2015 document circulated and discussed showing Darebin is behind other councils in processing planning applications. The data is from 2014/2015.
e. Meeting Melissa Thyer, Action: Sally and Chris are looking forward to meeting Melissa. They will arrange a convenient time for all and report back.
f. Sharing Jessica Doyle’s election details. Ok to send DADA network her link. Decided that we could do that if Candidates came and spoke at a meeting and we felt we could support them.

2. New Business:
a. Budget submission; Craig, wrote submission and attended the budget meeting. He suggested in future we make a verbal submission to support written submission and encourage a good turn up of supporters to be successful. Craig mentioned some problems with the online service. Reply from council circulated.
b. Election strategies: Plan circulated and names attached. Action: Maria to send signs for printing to Mandy.
c. Handbook and Membership launch on the DADA website. Strategies. No longer help folk who are not members. Action: Maria is compiling a list of folk to email directly to join up. Folk who have had the benefit of help and shared knowledge in the past.
d. SOS newsletter, circulated
e. Planning Backlash Bill of Rights support with Fiona Patten. Circulated and discussed. Action: Maria to invite Fiona Patten to a meeting and keep in mind the bill of rights to talk to. Maria notify Mary Drost of decision.
f. Questions to Council. Does the developer’s contribution cover the cost, in full, of council processing planning applications or are ratepayers funds spent on processing planning applications? What percentage of the costs of processing planning applications is paid by ratepayers? What is council doing to ensure that developers cover these costs? Deferred further discussion to next meeting. Action: Chris to write out questions for next meeting. Sally suggests we notify the paper of our questions ahead of time.

3. From the papers:
a. Preston Leader; inquiry about the sale of London Chartered Bank. Response circulated.
b. The Age, healthy suburbs are just a stroll away. Heart foundation on how buildings should be designed for healthy living.
Go to heart foundation website: www.heartfoundation.org.au They say healthy suburbs should have parks within 300 metres and outdoor equipment in parks.
c. The Age, 3rd July, LED street lighting too bright.
d. The Age, Box Hill population growth and development of towers.
e. David Feeny’s property in Northcote has high value as a redevelopment site.
f. Property market in Malaysia has slowed so there is more interest in Melbourne.
g. Age July 4th, Brexit may cause exit to Australia.
h. Age June 29th, low vacancy rate puts squeeze on options in commercial real estate
i. Iceberg building where more of a building is underground in historic Melbourne and where maximum heights are limited to two stories as in much of the eastern suburbs.
j. Development on the Yarra River and residents complaining about their loss of view.

4. Objector Updates:
a. 425 Plenty Road, requested an extension of time because an expert witness is OS
b. 13 Dean Street, Statement of Grounds due 12th of August, Action: Maria to do for DADA, Sally and herself as parties. Craig will do his own.
c. 27 Murphy Grove, at VCAT July 11th.
d. 830 Plenty Road, complaint about the exhibition. One day on the website. Reply from council blaming website problem is not good enough.
e. 38 Mansfield Street, going to VCAT, SOG due August 8th.

5. Other Business:
a. Keith has sent a submission regarding a vacant kindergarten site owned by council and up for sale. Submission for community use at a low cost. Action: Keith will bring back to us for DADA support.

Meeting Notes: 28th of June, 2016
Present: Marion Coffey, Keith Coffey, Maria Poletti, Mandy Baird, Sally Mendes, Craig Walters, Chris Erlandsen, Cathy Audley, Susan Davies, Frank Caputo, Susan Rennie
Apologies: Stewart Midgley, Meryl Waugh, Kevin Audley

1. Business Arising:
a. 137 Mansfield Street, Action: Meryl to write to Darren Rudd after DADA is incorporated regarding the work of the council representative. The letter will have DADA imprimatur.
b. Sally suggested we go to town planner courses and ask if final year students will do pro-bono work on behalf of objectors. Action: Sally
c. Suggested corruption by developers asking for specific members to hear their case and that somebody should collect the data and talk to the papers. Action: Maria to contact Lucas Clay from the age to ask if he will do the research.
d. Meeting with the Mayor, CEO, Manager of Finances and Manager of Planning on the 21st of April. Meeting discussed. Suggested that council prepare a checklist so that we can more easily see what the application holds. An example for feedback was circulated. Action: Maria to add suggestions. Done. Meryl has started a spread sheet to help breakdown planning applications so we can more easily assess planning applications.
e. Sale of Education Department land in Reservoir; Follow-up Action: Keith followed up with Robin who said they are interested in supporting council to buy the land. Follow up meeting with Latrobe Ward Councilors and politicians. Seems to be agreement that council will buy. Also a meeting to drop fast tracking the sale. Keith spoke to his submissions to planning panels. Hopeful that council will procure the land. In addition it looks like the old Preston Girls Scholl will be a new co-ed school at a peppercorn lease.
f. Paypal account: Action: Craig will set up Paypal account and link it to the bank account.
g. Managing Residential Development Advisory Committee:
Follow-up Action: Keith to ask a question around the schedule and indicate that other councils had much longer to speak. Action: Maria to send Keith a copy of schedule. Handed over at meeting.

2. New Business:
a. Data from minutes of Planning Committee Meetings: Mandy will have data finished by next meeting.
b. DADA how to vote forms; a bit of a rethink changes suggested and discussed. Maria to make changes and bring back for further discussion. Include bar graphs to visually represent data.
c. Discussion of the increased frequency of reverse living in planning proposals and the way council votes on this.

3. From the papers:
a. Preston Leader; June 7th, Front page quotes on the development proposal at 830 Plenty Road.
b. Darebin Update, autumn 2016, from Nelson Alexander with pricing stats for Darebin.
c. Nightingale development at Station Street, it was passed by council even though there was no car parking included. In the conversation section of the paper included positive and negative views on the development. $37,000 from developer to monitor who owns cars and where they are parking and the impact.
d. Short stay boom in the new developments.
e. Lot consolidation where neighbours are getting together and selling their properties as a lump to developers. This gives them more money per square metre.
f. Pace development in High Street, Thornbury, includes some three bedroom apartments.
g. Late night property TV show covered a development on the Junction, 9 High talked up as already having sold the three bedroom dwellings planned. No mention of how many that was.
h. Casey Council also has a watchdog because they are the most secret council in the state.
i. Darebin Council did not participate in the customer satisfaction surveys again.

4. Finance Report:
a. $30 in the bank. Action: Craig to find and bank missing $50 from membership.

5. Objector Updates:
a. 425 Plenty Road, June 10th VCAT sent an interim order.
b. 13 Dean Street, going to VCAT in November.
c. 27 Murphy Grove, at VCAT July 11th, more new plans arrived 27th June. Relying heavily on an expert witness who will talk about neighbourhood character.
d. 314 to 316 St Georges Road, a lot of extra objections, Neighbours found DADA site and made good use of the material provided.
e. 71 Miller Street, Thornbury, rejected unanimously at last night’s meeting. Congratulations to the residents involved.
f. 22-24 Knox Street Reservoir, 79 objections so far but still working on gathering more, including from renting neighbours. Folders of photos and statements in development for Planning Committee meeting which may be 8th of August.

6. Other Business:
a. Fencing Legislation: Craig offers help on fencing legislation, he is apparently well versed. b. Council Election Planning: Suggestion of direct action at the Market and Northland. c. Refusal Notices: Chris is going to sort into according to planner responsible. d. Meeting at Northcote Town Hall, organized by DCAN. Questions on building of the high-rise towers, directly impacting the environment. Some candidates buck passed to state government. Good answers to questions included, from the renewable energy party who said it was a valid issue given the reduction of trees by 70% in Australia.
